Christopher D'Arcy

Christopher D’Arcy brings to the clients of Clark & Weinstock many years of senior Capitol Hill experience and expertise in private sector consulting.

He specializes in the areas of trade, agriculture, food safety and marketing, bioterrorism, water, power, and resources issues. Christopher has represented Oxfam America, Viatrace, the Motor & Equipment Manufactures Association (MEMA), California Dairy Institute, and the United Arab Emirates.

Christopher came to Clark & Weinstock from the Washington, DC firm of Will & Carlson where he was Vice President for Government Affairs.There he represented, among other clients, the Metropolitan Water District of Southern California, the largest water agency in the world, on a wide variety of issues.

Christopher served as Staff Director to the House Subcommittee on Livestock and Horticulture for Chairman Richard Pombo (R-CA).The Subcommittee has broad jurisdiction over the production, marketing, regulation, and safety of livestock, dairy, poultry, fruits, vegetables, and wine.

Previously, Christopher was Congressman Richard Pombo’s Legislative Director.There he handled defense, intelligence and agriculture policy.During that time he was also the Staff Director for the House Portuguese-American Caucus, which was co-chaired by Congressman Pombo.

Prior to that, Christopher was the Legislative Assistant for Congressman Ron Marlenee (R-MT) where he handled banking, tax and health care issues. He began his career on Capitol Hill as an intern for Congressman Robert F. Smith (R-OR).

During his service on Capitol Hill, Christopher was intimately involved in the legislative process surrounding both the 1996 and 2002 Farm Bills, being especially focused on food safety, animal welfare, bioterrorism and country of origin labeling.He has a deep understanding of the competing forces that shape public policy, and he counts among his colleagues many of the administration officials involved in its implementation.He is also a regular lecturer at the Wharton School of Business on the topic: effective communication with government by business leaders.
