Sandi Stuart

Ms. Sandi Stuart is Senior Partner at Clark & Weinstock. She joined the firm following a twenty-year career as a legislative expert on Capitol Hill and in the executive branch.

Ms. Stuart represents clients in a broad array of public policy areas, including health care, technology, defense, and nonprofits. Her clients have included Yahoo!, Ericsson, Health Net, PPG, Broadcom, Microsoft, JP Morgan Chase, Universal, the National Prostate Cancer Coalition, and Lockheed Martin. She has extensive experience with mergers & acquisitions and crisis management.

Before joining the firm, Ms. Stuart was the Assistant Secretary of Defense for Legislative Affairs from 1993-1999. Ms. Stuart was the Defense Department's direct liaison to all members of Congress and coordinated all activities relating to Senate and House consideration of the department's legislative agenda. In addition, she was a senior member of the White House, NSC, State Department, Department of Defense team on all international matters before Congress. For her service, she was twice awarded the Department of Defense's Medal for Distinguished Public Service - the department's highest civilian award.

Prior to joining the Clinton Administration, Ms. Stuart was a member of the House Democratic Leadership staff coordinating the activities of the Democratic Caucus and the Democratic Congressional Campaign Committee. During the same period, she served as associate staff on both the House Appropriations Committee and the House Budget Committee.  She drafted and and managed legislation on a variety of issues including defense, foreign policy, health care, trade and the legislative branch. Her prior positions included Chief of Staff to Congressman Vic Fazio (D-CA) and Legislative Director to Rep. Bob Matsui (D-CA).

Ms. Stuart is currently President of America's Trust, a bi-partisan and bi-cameral non-profit association which provides venues for policy debates for Members of Congress. She is also on the board of Directors for the California State Society and the Advisory Board of the U.S. Merchant Marine Academy. She has recently been elected to the Board of Directors of the Florida House

Ms. Stuart is widely recognized as an expert on Congress and the legislative process and has spoken frequently on the topic at numerous venues, including the Congressional Quarterly series, Women in Government Relations seminars, the California Journal seminars and the Congressional Management Foundation's workshops for new members of Congress. She is frequently quoted in major national news publications as an expert on national politics and public policy. In 2008, The Hill named her one of Washington DC's "top lobbyists."
